If I'm running Quickbooks in multi-user access did I need a separate license for each client PC?
What if any implications with multi-user mode?

No you just need a single license for the machine you are running the product on. It doesn't matter how many other users are accessing or using the QB data file.
There are no known issues in running in multi-user mode.

Sounds like I do need two licenses based on your response. One for each of the two client machines.
I do not see, based on the documentation, how Importer can be installed on the host PC and run the software from the client PC's.

The client machine needs to have QuickBooks installed on it. The QBW data file can reside on a file server.
You cannot install TPI on the server and run it from the client pcs. There are files that need to be installed on the client PC's and it will not run by simply navigating to the server pc share and running the exe.
If on the other hand you have a terminal server and you are logging in to that host pc then you need our terminal server version that supports up to 10 logins. You can review more info about that version here: http://baystateconsulting.com/products/01TxnWizardTSEdition.htm
